Union city forum constitution

1st article.

Union city forum is democratic independent Forum.

2nd article.

Union city forum members are called citizens.

3rd article.

Citizens create forum. All citizens are free.

4th article

Nobody can limit citizens' freedom or try to steal citizen's rights.
Everyone in Union city forum has a right to defend against anybody who tries to make an attempt on stealing Union city forum's independence or constitution system.

5th article

The Union city forum's government consists of forum staff, staff's leader and citizens' council.
Staff powers are limited by constitution.
Staff works for the citizen.

6th article

Constitution is solid and directly used act.
Everybody can defend his rights by appeal to constitution.

7th article

There is no law or any other act which is opposite to constitution.
Only published laws are valid.
Laws' ignorance doesn't save from the responsibility.

8th article

Forum government's or any its institution occupation by violence or any other anti-constitutional way, is illegal and invalid.

9th article

The most important forums' or citizens' questions are answered in referendum.
The referendum can be started by staff or council in the way, which is stated in laws.
The referendum can be started by citizen if 300 or more of them want that.
The referendums' announcement and performance is stated in laws.

10th article

Everybody who joins the Union city forum by creating an account in it, becomes citizen.

11th article

English is official Union city forum language.

12th article

"The blue windows" is official Union city forum flag.


13th article

Every citizen has his full rights as far as he has his own account.
Accounts' sharing is illegal.

The laws defend citizen's rights

Citizen's freedom can't be stolen.
Citizen can't be punished for no reason.
Once staff notices a law breaker, it must punish him.

Citizens have a right to have good and peaceful discussions.
Spamming and flooding are forbidden.

Every citizen has a right to send privates messages.
The content of the private messages cant be revealed in the public.

18th article

Citizen has a right to state his opinions as far as his thoughts are not against laws or constitution.
Citizen's right to post can be limited and his posts can be edited or deleted if they break laws.

19th article

Every citizen has a right to be any religion he wants as far as his belief is not against the law or constitution.
Citizen mustn't be discriminated for his religion.

20th article

Religion cant be an excuse for a law breaking.

21st article

Every citizen must follow the law and constitution.

22nd article

All citizens have the same rights.

23rd article

Citizen can ask a staff member for help. Staff member must help him.

24th

Citizens have a right to criticize staff.


25th article

Staff is a part of government.

26th article

Staff members have all citizens' rights.

27th article

Every citizen can become a staff member if he has done all requirements.

28th article

Staff members have a right to access staff-only forum. Its content mustn't be revealed in the public.

29th article

At least 67% of staff has to be chosen by citizens.

30th article

Staff:
1) Discusses and accepts constitution corrections.
2) Creates laws.
3) Makes a decision for referendum.
4) Protects citizen's rights.
5) Punishes law breakers.

31st article

Once the law is accepted, staff leader must confirm it in 3 days and inform citizens about new law.

32nd article

Staff leader has a veto right. So he can set veto on the law and law must be accepted again. Once the law is accepted, the citizens' council has to take a vote and accept or refuse it. If council accept it, the staff leader must confirm it in 2 days. If he doesn't do it, council leader confirms it.
If council denies law, it cant be confirmed.


33rd article

Council member has the same rights as a citizen.

34th article

Council members have a right to access Council-only forum. Its content mustn't be revealed in the public.

35th article

Council has 15 citizens.
Council consists of 5 chosen citizen candidates, 5 staff chosen candidates and 5 staff leader chosen candidates.

36th article

Council:
1) Protects citizen rights.
2) Checks staff work.
3) Votes for staff member distrust.

37th article

Distrusted staff members become a citizen and looses staff members rights.


38th article

Constitution corrections are voted by staff. It must be confirmed via referendum.


39th article

That constitution would work 100%, it needs at least 300 citizens.
(300 citizens are needed to start referendum)

40th article

The forum needs at least 50 citizens, that they could choose the staff.
The forum needs at least 100 citizens and 15 staff members, that they could choose the council.

41st article

Staff leader can choose the first 10th staff members freely. After he chooses them, he must follow 27th, 29th and 40th articles if he wants more staff members he has to open the voting tour and citizens has to choose the next staff members.

I disagree with the first statement. If this is a democracy, we should have the right to nominate and vote for staff members, yet you have already made a 'Staff Requirements' thread.

Staff member has to match requirements first. After that he has to pass election and only then he can become a staff member

Regardless, democracy is a popularity contest over the internet, unless you hand pick the voters. Dictatorships are much better online.

I will watch every staff member and check his work. Every staff member starts from the lowest rank with the lowest moderation powers. If he wants to reach higher rank, he must be trusted by me.

Then it isn't a true democracy.
